Rebooting School: A Superintendent's Guide to a New Operating System

WSCB IS PLEASED TO CROSS-PROMOTE FIELDING INTERNATIONAL'S GLOBAL LEARNING COMMONS (GLC) VIRTUAL EVENTS: Free to join, GLC virtual events are offered monthly and feature big thinkers, educational leaders, and experienced professionals!

Join Dr. Jason Vaason Van Heukelum, Superintendent of Winchester Public Schools, as he unpacks the "Winchester Revolution"—a bold reimagining of what high school can be when we dismantle the industrial "cells and bells" model in favor of student-centered, future-ready learning.

Drawing on Winchester's transformation and the opening of the Emil and Grace Shihadeh Innovation Center, Dr. Van Heukelum will share how the district integrated rigorous academics with Career and Technical Education to achieve some of Virginia's highest student growth scores—all while giving students authentic voice, choice, and purpose in their learning.

This session will connect high-agency learning to systemic and spatial redesign:

  • How the "Five Cs" framework measures what matters: Critical Thinking, Creative Thinking, Citizenship, Collaboration, and Communication through student-owned projects

  • Why ditching the bell schedule and moving to fluid, studio-based learning teaches self-regulation and real-world time management

  • What it means to shift teachers from lecturers to "learning coaches" who design industry-aligned, authentic challenges

  • How architectural transparency and intentional space design support student agency and engagement

Whether you're rethinking classroom culture or leading districtwide transformation, this session will help you see how student agency can drive structural change—not just serve as a pedagogical ideal.
